Yamazaki herself is a product of that educational environment. “If you wonder why Japan is the way it is, why our trains run on time, why there’s no trash on the streets — we’re not born that way,” Yamazaki tells Deadline. “I think we’re really taught to be a certain way. If a user asks an AI large language model to generate a picture 1,000 times, the most inefficient model consumes 11.49 kilo Watts per hour - as much as 950 smartphone charges on average, a study by HuggingFace and Carnegie Mellon University shows. These 1,000 tasks are estimated to generate 1,594 grams of CO2, roughly the equivalent of 6.6 kilometers driven by a petrol-powered car. Data on the cloud also costs energy. A 1-gigabyte video stored in the cloud for a year will consume 65.7 kWh which produces 15.3kg of CO2e, only 11 percent less than the 17.2 kg CO2e generated by a petrol car over 100 km, according to researchers at Loughborough University in the UK. This makes it harder for global tech firms to eliminate their carbon footprint, as they already need to use nearly 1,300MW hours of power to train an LLM like GPT-3, about as much electricity as consumed by 130 homes in the US per year. Data centres and data networks each account for about 1-1.5 percent of global power usage and are responsible for 1 percent of energy-related GHGs, the International Energy Agency says. As tech giants accelerate the applications of AI, the industry is expected to use up to 3.5 percent of the world's electricity by 2030, equivalent to the current consumption of Japan, the world's fifth largest electricity user, says IT consultant Gartner. Notably, the surging demand from AI firms for electricity has delayed the retirement of coal and gas-fired power plants in the US, with the number of those phased out declining 45 percent year-on-year in the first half of the year, data from the US Energy Information Agency shows. China, though, is ahead of the game in this aspect, thanks to a decades-long push for renewable energy. Green power now accounts for over a third of all electricity generated and tech giants like Tencent (0700) have built new data centers in western China where wind and solar energy are abundant. CLEAN INVESTMENTS Nevertheless, to stay committed to their net zero goals, Big Tech is now turning to clean nuclear energy. Google, whose GHG emissions surged by 48 percent during four years to 14.3 million tonnes in 2023, has signed its first nuclear deal with Kairos Power to buy 500MW of clean electricity for its growing data center businesses, following similar moves by Microsoft and Amazon. Facebook-owned Meta is searching for nuclear power providers to acquire an additional 4GW of electricity in the US before 2030. Nuclear power has also got the attention of bankers, with 14 international financial institutions including Goldman Sachs teaming up to support nuclear power construction. Meanwhile, investors are betting on nuclear energy providers, pumping their shares up. In the US, NuScale Power, a small modular reactor or SMR developer, has skyrocketed 520 percent and Oklo, a nuclear startup backed by OpenAI chief executive Sam Altman has jumped 115 percent this year. In Hong Kong, CGN Power (1816), part of the state-owned China General Nuclear Power Group and the world's second-largest nuclear energy firm - has risen about 36 percent this year. But CNNC International (2302), the overseas arm of state-owned China National Nuclear Corporation, the major developer and landlord of nuclear power plants in the mainland, has plunged 23.5 percent this year. BOC International projects electricity will remain a market focus next year, supported by a rare global consensus. But instead of power plants, BOC International is betting on firms that produce uranium - the fuel for nuclear plants - with CGN Mining (1164) its top pick. Though CGN Mining is down 5 percent this year, the bank expects it to hit HK$2.1 apiece, indicating a 28 percent gain from the current price of HK$1.64. Morgan Stanley has a buy rating for CGN Power, citing easing concerns about slower decreases in electricity prices in the short run and raised the target to HK$3.69 apiece, 31 percent higher than its price of HK$2.81. BOC International set its target at HK$3.2 per share. Meanwhile, small modular reactors have gained investments from Google, Amazon and Oracle due to their smaller size and lower electric consumption. But despite NuScale's rally, concerns remain about high generation costs and its wave of layoffs. Some governments are also in nuclear mode, while others won't touch it with a barge pole. China recently completed construction of the world's first commercial SMR and wants to explore elusive nuclear fusion - the holy grail of energy - while Russia, Japan, South Korea and Thailand are also looking at building SMRs. Besides, Japan plans to restart most of its existing reactors to meet surging AI demand, despite regulatory hurdles and public opposition amid the ongoing clean-up of the Fukushima plant, which melted down 13 years ago after being hit by a massive tsunami - the second worst disaster, after Chernobyl in 1986, in nuclear power history. But Germany and Taiwan have banned and phased out nuclear energy. CARBON TRADE In the meantime, AI players have other options on hand. Carbon credits or offsets allow owners to emit a certain amount of CO2 or other GHGs by buying certificates linked to projects that reduce GHG emissions. One such option is direct air capture, in which CO2 in the air is removed by chemical sorbents or filtered and later stored or used. But DAC costs are high, varying from US$600 to US$1,000 per tonne of CO2. PwC expects carbon credits would be further tokenized on the estimated adoption of US$16 trillion worth of assets, while Morgan Stanley believes voluntary carbon offsets will swell 49 times to US$100 billion between 2023 and 2030. But carbon trading is also controversial, with Greenpeace alleging that some offset projects indulge in double-counting amid a lack of standards and regulations. To tackle surging AI emissions, the International Monetary Fund advocates imposing an electricity tax on AI firms of US$0.032 per kWh or US$0.052 including air pollution costs, which could raise as much as US$18 billion a year. The IMF also wants governments to coordinate over carbon prices to avoid AI firms relocating to places with lower standards. Experts say AI can has the potential to mitigate 5-10 percent of all GHG emissions by 2030 as its technology advances, but it's too early to tell if nuclear energy will be the magic bullet that hits the bull's eye between performance and emissions. Still, with the right investment and amid growing AI demand, it just might.

WASHINGTON — Only about 2 in 10 Americans approve of President Joe Biden's decision to pardon his son Hunter after earlier promising he would do no such thing, according to a poll from The Associated Press-NORC Center for Public Affairs Research. That displeasure tracks with the bipartisan uproar in Washington that ignited over the president's about-face. The survey found that a relatively small share of Americans "strongly" or "somewhat" approve of the pardon, which came after the younger Biden was convicted on gun and tax charges. About half said they "strongly" or "somewhat" disapprove, and about 2 in 10 neither approve nor disapprove. The Democratic president said repeatedly that he would not use his pardon power for the benefit of his family, and the White House continued to insist, even after Republican Donald Trump's election win in November, that Biden's position had not changed — until it suddenly did. "I know it's not right to believe politicians as far as what they say compared to what they do, but he did explicitly say, 'I will not pardon my son,'" said Peter Prestia, a 59-year-old Republican from Woodland Park, New Jersey, just west of New York City, who said he strongly disagreed with the move. "So, it's just the fact that he went back on his word." In issuing a pardon Dec. 1, Biden argued that the Justice Department had presided over a "miscarriage of justice" in prosecuting his son. The president used some of the same kind of language that Trump does to describe the criminal cases against him and his other legal predicaments. White House press secretary Karine Jean-Pierre said it was a decision that Biden struggled with but came to shortly before he made the announcement, "because of how politically infected these cases were" as well as "what his political opponents were trying to do." The poll found that about 4 in 10 Democrats approve of the pardon, while about 3 in 10 disapprove and about one-quarter did not have an opinion or did not know enough to say. For some, it was easy to see family taking priority over politics. "Do you have kids?" asked Robert Jenkins, a 63-year-old Democrat who runs a lumber yard and gas station in Gallipolis, Ohio. But Prestia, who is semiretired from working for a digital marketing conglomerate, said Biden would have been better off not making promises. "He does have that right to pardon anybody he wants. But he just should have kept his mouth shut, and he did it because it was before the election, so it's just a bold-faced lie," Prestia said. Despite the unpopularity of his decision, the president's approval rating has not shifted meaningfully since before his party lost the White House to Trump. About 4 in 10 Americans "somewhat" or "strongly" approve of the way Biden is handling his job as president, which is about where his approval rating stood in AP-NORC polls since January 2022. Still, the pardon keeps creating political shock waves, with Republicans, and even some top Democrats, decrying it. Older adults are more likely than younger ones to approve of Biden's pardoning his son, according to the poll, though their support is not especially strong. About one-third of those ages 60 and older approve, compared with about 2 in 10 adults under 60. The age divide is driven partially by the fact that younger adults are more likely than older ones to say they neither approve nor disapprove of the pardon or that they do not know enough to say. "Don't say you're gonna do something and then fall back," said Trinell Champ, 43, a Democrat from Nederland, Texas, who works in the home health industry and said she disapproved of the pardon. "At the end of the day, all you have is your word." Champ, who is Black, voted for Democratic Vice President Kamala Harris over Trump. "I just had my hopes up for her, but I wasn't 100% positive," she said. Champ also said she does not approve of Biden's handling of the presidency and thinks the country is on the wrong track. "While he was in office, I felt like I really didn't see a lot of changes," she said. "I just felt like everything just kind of stayed the same," Champ said. Overall, though, the pardon did not appear to be a driving factor in many Americans' assessment of Biden's job performance. The share of Black Americans who approve of the way he is handling his job as president did fall slightly since October, but it is hard to assess what role the pardon may have played. Sen. Home | EU, U.S pledge to boost COP29 climate finance offer The European Union, U.S. and other wealthy countries at the COP29 Summit have agreed to raise their offer of climate funding to $300 billion per year by 2035 to help developing nations grapple with climate change, a source told Reuters on Saturday, after a previous proposal was dismissed as insultingly low. The summit had been due to finish on Friday but ran into overtime as negotiators from nearly 200 countries – who must adopt the deal by consensus – tried to reach an agreement on aclimate funding plan for the next decade. A $250 billion proposal for a deal, drafted by Azerbaijan’s COP29 presidency on Friday, was deemed woefully insufficient by developing countries. It was not clear if the wealthy countries’ revised position had been formally communicated to developing countries at the gathering in the Azerbaijan capital Baku, and whether it would be enough to win their support. The COP29 talks have laid bare the divisions between wealthy governments constrained by tight domestic budgets and developing nations reeling from the soaring costs of storms, floods and droughts fuelled by climate change. Past failures to meet climate finance obligations have also made developing countries mistrustful of new promises. The new goal is intended to replace developed countries’ previous commitment to provide $100 billion in climate finance for poorer nations per year by 2020. That goal was met two years late, in 2022, and expires in 2025. Five sources with knowledge of the closed-door discussionssaid the EU had agreed it could accept the higher number of $300 billion a year. Two of the sources said the United States, Australia and Britain were also on board. A European Commission spokesperson and an Australian government spokesperson both declined to comment on the negotiations. The U.S. delegation at COP29 and the UK energy ministry did not immediately respond to requests for comment. With no formal update yet of the deal draft from the COP29 presidency, the mood was tense among negotiating groups. “There is no clarity on the way forward. There is no clarity on the political will that we need to get out of this,” said Panama’s lead negotiator, Juan Carlos Monterrey Gomez. Three negotiators described the mood in the room as angry. Sierra Leone’s environment minister, Abdulai Jiwoh, declined to comment on the $300 billion figure, saying: “We’re still working on the number with other parties.” PUSHING FOR $390 BILLION Marina Silva, Brazil’s minister of the environment and climate change, had said on Friday that the Amazon rainfores nation – which is set to host next year’s COP30 climate summit -was pushing for $390 billion annually from developed countries by 2035. “We cannot leave Baku without a decision that lives up to the challenge we are facing,” she said via a translator. “We need to reach $300 billion by 2030, then $390 billion by 2035 sowe can achieve this goal.” Delegates were awaiting a new draft text of the deal after negotiators worked through the night to bridge wide gaps in their positions. Any deal would require agreement on more than just the headline amount. Negotiators have worked throughout the two-week summit to address other critical questions on the target, including who is asked to contribute and how much of the funding is on a grant basis, rather than provided as loans. The roster of countries required to contribute – about two dozen industrialised countries, including the U.S., European nations and Canada – dates back to a list decided during U.N.climate talks in 1992. European governments have demanded others join them in paying in, including China, the world’s second-biggest economy, and oil-rich Gulf states. Donald Trump’s U.S. presidential election victory this month cast a cloud over the Baku talks. Trump, who takes office in January, has promised to again remove the U.S. from international climate cooperation , so negotiators from other wealthy nations expect that under his administration the world’s largest economy will not pay into the climate finance goal. A broader goal of raising $1.3 trillion in climate finance annually by 2035 – which would include funding from all public and private sources and which economists say matches the sum needed – was included in the draft deal published on Friday.
